Recruiter-as-a-Service (RaaS): The top 12 questions answered

Recruiter-as-a-Service (RaaS), embedded recruitment, on-demand recruitment, embedded talent: one model, various names, and a lot of half-heard explanations. Here are the twelve questions we get asked most, answered straight. If yours isn't here, ask us and we'll add it.

Recruiter-as-a-Service - Questions and answers about RaaS

1. What is Recruiter-as-a-Service (RaaS)?

Recruiter-as-a-Service is a subscription or pay-as-you-go model that places experienced recruiters inside your team for as long as you need them. You'll also hear it called embedded recruitment, embedded talent or recruiter on demand; they're the same thing, and embedded talent is what we call it at Vermelo. You get dedicated hiring capacity that works in your systems and under your brand, without the multi-year contract of an RPO or the placement fee of an agency. Here's our embedded talent solution in full.

2. How does Recruiter-as-a-Service work?

An embedded recruiter, or a small pod for bigger plans, joins your business as an extension of your team and runs hiring end to end:

  1. Kick-off and role intake: culture, employer value proposition, hiring targets and what good looks like for each role.

  2. Pipeline build: proactive sourcing through LinkedIn, niche communities, job boards and referrals, rather than waiting for applications.

  3. Screen and shortlist: structured interviews, scorecards and scheduling, so hiring managers see fewer, better candidates.

  4. Offer and onboarding: salary guidance, closing and start-date coordination, so the hire actually turns up.

Because the recruiter isn't splitting their week across five clients, they can spend it on speed, quality and candidate experience. For the fuller picture of how an engagement runs from discovery to switch-off, read why embedded talent is reshaping recruitment.

3. Is RaaS the same as RPO?

No, though they overlap. Recruitment Process Outsourcing usually takes on the whole hiring process, or a large defined slice of it, on a multi-year contract. Embedded recruitment is lighter: engagements typically run for anything from a quarter to a year, and sometimes longer, depending on the hiring plan, pointed only at the roles you choose, with notice terms that let you flex down when the peak passes. We've set the two out side by side, along with nine other ways to resource hiring, in our comparison of hiring models.

4. How is Recruiter-as-a-Service priced?

Embedded recruitment is usually priced one of two ways:

  • Monthly subscription: a fixed fee for a dedicated recruiter or pod embedded in your team. Best for ongoing hiring across several roles.

  • Day rate or hourly: you pay for the sourcing and screening time you use. Best for short hiring bursts, pilot projects or covering a gap in your in-house team.

The exact figure depends on scope, the complexity of the roles, location and expected volume, so any provider worth talking to will quote against your hiring plan rather than off a rate card.

5. Is RaaS cheaper than a traditional agency?

In our experience, yes, once you're making more than a handful of hires a year. An agency charges a percentage of salary on every placement, so the cost climbs with every hire. An embedded subscription is a predictable monthly figure whatever the volume, and you can see the work behind it. Below a handful of hires the maths can go the other way, which is why we'd rather you check than take our word for it: put your own numbers through the agency fee calculator.

6. How quickly can RaaS fill my roles?

Embedded recruiters typically start within days to a few weeks, depending on the brief and how quickly systems access is set up, and the first roles are being worked while the integration beds in. How fast the roles then fill depends more on your process than on the model: a recruiter with your full attention and clear sign-off moves quickly, and one waiting a fortnight for interview slots doesn't. What the model removes is the drag of an agency juggling you against other clients. There's more on what to expect in the first weeks in how quickly embedded recruitment delivers results.

7. Is RaaS suitable for startups and scale-ups?

Yes, and it's where the model earns its keep. Early-stage companies need to dial hiring up for a post-funding push and down again when the plan changes, without carrying a talent team through the quiet months. Embedded recruitment gives you that without adding overhead. If you're still deciding when to bring recruitment support in at all, startup hiring that actually scales sets out the five things to have in place first.

8. Can RaaS handle hard-to-fill or niche roles?

Yes. Embedded recruiters usually specialise by sector (ours are strongest in insurance, financial services and the technology that serves them), which means established passive-candidate networks and a working knowledge of who's hiring and what they're paying. That's what moves a role that has sat open for months: not another job advert, but someone who already knows where the candidates are.

9. What KPIs should I expect from a RaaS provider?

Agree them up front and tie them to what you want out of the engagement. The usual set:

  • Time to first CV (time-to-submit)

  • Time-to-hire

  • CV-to-interview ratio

  • Offer-to-accept ratio

Add time-to-onboard if you're in a regulated sector, because a hire that can't start until vetting clears isn't a hire yet. A weekly dashboard and a short weekly call keep everyone honest. If you'd like a ready-made version, download our embedded talent KPI tracker.

10. How is performance reported and billed?

Most embedded providers share a live dashboard and a weekly activity log: outreach volume, candidate responses, interview stages and hours used. Invoices mirror the log, so finance sees exactly what it's paying for and nobody is arguing about a placement fee three months after the hire.

11. Which industries benefit most from Recruiter-as-a-Service?

Any sector where hiring comes in bursts, where the talent is scarce, or where the wrong hire is expensive. In practice that means:

  • Insurance and financial services: regulated, risk-sensitive hiring where speed can't come at the cost of compliance

  • Insurtech and fintech: niche product, data, pricing and compliance roles in a market that moves quickly

  • Technology and SaaS: rapid scaling and specialist skills that agencies charge a premium for

  • Professional services: project-based spikes that don't justify a permanent talent team

  • Contact centres and operations: high-volume campaigns that need process more than headhunting

Whatever the sector, the usual triggers are situational rather than strategic: a hiring plan that has just doubled, a transformation programme with a start date, a recruiter on leave or recently left, a backlog after a freeze, or an agency bill that finance has started asking about. If one of those is happening, the question is less whether embedded recruitment fits and more how quickly it can start.

12. How do I choose the right RaaS partner?

Every embedded provider will tell you the model is tailored. Test that:

  • Sector and role expertise: ask for recent, similar hires, not a wall of client logos

  • Tech: which ATS and sourcing tools they use, and whether they'll work inside yours

  • Reporting cadence: weekly or fortnightly, and what's in it

  • Dedication: 100% yours, or split across clients? Get it in writing

  • Flex and exit terms: 30 days' notice or a lock-in? Flexing down is the whole point

  • Cultural fit: they'll be representing your brand to every candidate they speak to

We've gone deeper on this, including the questions to ask on the first call, in which embedded recruitment provider is actually right for you.

Getting started

An embedded engagement starts with a scoping conversation, usually an hour, about the roles, the volume, the timeline and the systems you already use. From that we propose the size of the team, the length of the engagement and a fixed monthly fee, and name the recruiter or recruiters who would join you. Once agreed, they are set up on your ATS and email, briefed by your hiring managers and working the roles within a couple of weeks. Early on we agree the measures we will report on, the KPIs in question 9 plus hiring manager feedback, so that by the end of the first month you can see what has changed. If you want to talk it through, get in touch.

Why embedded recruitment suits businesses that need to flex

  • Predictable pricing replaces commission spikes

  • Dedicated recruiters beat the split attention of a multi-client agency

  • Capacity scales up and down with your hiring plan

  • Weekly reporting shows you exactly what you're getting
