Eleven ways to resource your hiring, compared 

 

There are eleven distinct models for resourcing recruitment, and most businesses are running two or three of them by accident rather than design. This page compares all eleven against the same eight criteria. 

How we compared them

Every model below is assessed against the same eight criteria. These are the questions that actually decide which model fits, in roughly the order they matter. 

  1. Hiring volume. How many hires a year, across how many role type

  2. Predictability. Is demand steady, seasonal, project-driven or genuinely unpredictable

  3. Duration of need. Weeks, a defined project, or an indefinite operating requirement

  4. Internal TA maturity. Do you have a talent function, a single overstretched recruiter, or nothing (Read: Recruitment Capacity Check | Can Your Hiring Team Keep Up? | Vermelo)

  5. Compliance load. Regulated hiring, IR35 determinations, SMCR, vetting, right to work at scale

  6. Employer brand ownership. Does the candidate experience need to feel like you, or is a third-party badge acceptable

  7. Cost structure. Fee per hire, monthly retainer, management fee, or headcount. These behave very differently at volume

  8. Reporting requirement. Do you need a spreadsheet or a board pack with time-to-hire, source effectiveness and cost per hire you can defend

No model wins on all eight. The exercise is working out which three or four matter most to you this year.

Read that coverage however you like: as the biggest conflict of interest on the internet or as the reason we genuinely don't mind which model you choose. The eleven hiring models in detail

1. In-house talent acquisition

The default answer, and for many businesses it is often the right one. An internal team owns your employer brand, learns your business and builds a candidate network that stays with you. 

It works when volume justifies the cost of keeping recruiters occupied. It struggles at the edges; a sudden hiring spike, a discipline nobody internally knows, a market where your brand does not carry or a maternity gap in a two-person team. 

We do not sell this. If your volume is steady and your team is competent, adding external providers is often just excess cost. The useful question is not "in-house or outsourced" but "what does in-house need help with", and if help is needed, then that’s a conversation we should have. 

2. Contingency recruitment agency

Pay on success, no commitment, fast to engage. Genuinely well suited to occasional hires and to roles where you want several firms competing. 

The economics stop working at volume. 15-30% fee percent per hire is fine for four hires a year and painful for forty. If you have a handful of specialist hires and no need for a programme around them, that is the sensible route rather than an RPO conversation. 

3. Retained executive search

For senior appointments, confidential mandates and roles where a wrong hire is expensive to unwind. The retainer buys process: market mapping, structured assessment, referencing, discretion. 

It is overused. Plenty of roles sold as executive search are simply hard and would have been filled the same way for a smaller fee. Ask what the retainer is buying that contingency would not deliver, and expect a specific answer.

For board mandates outside those markets, or where the requirement is a global, cross-industry board network, Korn Ferry, Heidrick & Struggles, Spencer Stuart and Egon Zehnder operate at a reach that specialist firms including ours do not, and that is the honest place to start. 

4. Contract and interim staffing

Day-rate capability for a defined period. Fast, flexible, and the model most likely to create problems you notice eighteen months later, when nobody can say how many contractors you have, what they cost or how their IR35 status was determined. 

Contract hiring is not the risk. Ungoverned contract hiring is.

Honest view: The market here is vast, from global generalists to single-sector boutiques, and quality tracks the individual consultant more than the brand on the door. Choose the person, check their last three placements in your discipline, and keep the supplier list short enough that someone still owns it. 

5. Embedded talent, sometimes called RaaS

Recruiters who work inside your team, on your systems, under your employer brand, for a monthly fee rather than as headcount. No placement fees, no long agency relationships, and the candidate experience feels like yours because it is yours. 

The honest limitation: embedded gives you capacity, not necessarily capability. If your process, technology and data are the problem, more recruiters running a broken process gets you more of the same, faster. Ask any embedded provider what happens when they diagnose a process problem rather than a capacity problem.

Credible alternatives. The UK embedded market has grown quickly. Talentful is the established premium name, particularly for global tech companies. 6. Project RPO

A defined hiring surge with a start and an end date. A funding round, a new site, a merger, a product launch. You get a structured programme, a dedicated hiring team and a delivery plan, and then, crucially, it stops when the contract ends. 

That word “crucially” is doing real work here. The failure mode of project RPO is the project that never ends, drifting into a permanent arrangement nobody designed and nobody priced. Put an end date in the contract, mean it, and treat any provider who resists one as telling you something about their business model.

7. Full-lifecycle RPO

The full operating model: sourcing, screening, coordination, offer management, onboarding, reporting, technology, governance. You are not buying candidates, you are buying a hiring function. 

This is the model most likely to be oversold. It suits organisations for whom hiring is a continuous operating requirement rather than an occasional event, where reporting matters, and where the internal appetite genuinely exists to hand over process control. If your executive team wants to approve every shortlist, RPO will frustrate everyone involved.

When a larger provider is the better answer. If you are hiring at serious scale across many countries at the same time, the global players often have the infrastructure already in place that we do not right now. AMS is one of the largest and most established global RPO providers, known for complex multi-country programmes and a blue-chip client list. Cielo is a pure-play RPO business focused entirely on recruitment outsourcing, with heavy investment in recruitment technology. Randstad Sourceright, PeopleScout, WilsonHCG and Hudson RPO all operate substantial international RPO practices. 

The tradeoff runs both ways. Global scale comes with global process, and mid-market organisations frequently find themselves a small account inside a large programme. If you want the people running your account to know your business and answer the phone, that is an argument for a smaller provider. 8. Managed service provider (MSP)

Governance over contingent workforce spend: supplier management, rate control, worker classification, timesheets, invoicing, and the reporting that tells you what your flexible workforce actually costs. 

Worth doing when contingent spend is significant enough that the visibility pays for the programme. Not worth doing for a handful of contractors.

Credible alternatives. Pontoon Solutions and Allegis Global Solutions both run large-scale contingent workforce programmes, as does Randstad Enterprise. At high contingent spend across multiple geographies, those are serious options, and in UK technical and engineering workforces, Morson and Lorien have depth we would not pretend to match.

9. Total talent solution

Permanent and contingent hiring planned as one workforce rather than two separate budgets with separate suppliers and no shared view. Conceptually obviously right, organisationally difficult, because it usually cuts across HR, procurement and finance. 

Most organisations are not ready for it, and the ones that are ready tend to know already. A simple test: if permanent and contingent hiring in your business report to different people who never meet, fix that conversation first. A total talent programme bought before the organisation is joined up just gives the silo another supplier.

10. Talent advisory & consultancy

Expertise by the project rather than by the programme. Sometimes that's diagnosis: an independent read on which of the models above fits, a process review, a contingent workforce audit. Just as often it's a specific build: an ATS selected and implemented, an employer value proposition defined, an assessment centre designed, hiring managers trained. You keep the function; the project fixes one part of it. 

The scope runs wider than most people expect, from workforce planning and succession mapping through to payrolling, SOW engagement and onboarding design. The common thread is a defined problem, a defined deliverable and an end date, which is what separates advisory from quietly buying an RPO one project at a time. 

Small spend, disproportionate return when the alternative is committing to a multi-year programme on a hunch. The obvious conflict: most advisory is sold by firms who also sell delivery. Ask whether the advisory fee is refundable against delivery, and how they would tell you not to buy anything.

11. Recruit, train, deploy

Rather than competing for scarce experienced people, you identify aptitude, train it, then deploy it. Distinct from a graduate scheme because the training happens before deployment, so the person contributes from the start rather than learning on your time. 

It only makes sense in disciplines where the shortage is structural and the skills are teachable to a defined standard. It is the wrong answer if you need experience now.

Frequently asked questions

What is the difference between RPO and an embedded recruiter?

An embedded recruiter gives you recruiter capacity inside your team, working on your brand and your systems, for a monthly fee. RPO gives you the whole hiring function: process, technology, governance and reporting as well as people. Embedded is capacity. RPO is an operating model. 

Is RPO cheaper than using agencies?

Usually at volume, rarely at low volume. Agency fees are a percentage of salary per hire, so cost rises with every hire. RPO is a management fee, so cost per hire falls as volume rises. The crossover depends on your hire numbers and salary levels; a common industry rule of thumb puts it somewhere around ten to fifteen hires a year, but treat that as a starting point for a calculation, not an answer. What is the difference between RPO and MSP?

RPO covers permanent hiring end to end. MSP governs contingent workforce: suppliers, rates, compliance and spend visibility. Some organisations need one, some need both, and a total talent solution plans them together. 

How long does an RPO programme take to set up?

Typically six to twelve weeks for full-lifecycle, faster for project RPO and faster again for embedded. Anyone promising a full RPO live in a fortnight is describing something else. 

Do we lose control of our employer brand with RPO?

You should not. Candidates should experience your brand, not your provider's. Ask directly whose email domain candidates receive messages from, whose careers site they apply through, and who they think they are talking to. 

Which RPO providers are largest?
