Recruiter on demand: hiring capacity you can switch on and off

Blog updated August 2026

Hiring rarely arrives evenly. A funding round, a new contract, a product launch, three resignations in one month, then nothing for a quarter. On-demand recruitment is built for exactly that: experienced recruiters who join your team when you need them, work under your brand, and stand down when you don't. No fee per placement, no permanent headcount, no agency retainer.

What is recruiter on demand?

Recruiter on demand, also known as on-demand recruitment, gives you skilled recruiters when and where you need them, and you pay only for the support you use. They work inside your business rather than alongside it: your systems, your hiring managers, your employer brand, your email address. It's the same model we call embedded talent, others call Recruiter-as-a-Service, and some call a pop-up recruiter; "on demand" is what people say when the part they care about is the switch. If you want the whole model explained, the twelve questions we're asked most cover it. This post is about the switch.

Recruiter on Demand

When does an on-demand recruitment solution make sense?

When the hiring has a shape and an end. A spike with a date on it: a launch, a new office, a project team. A gap in your own team: parental leave, a resignation, a talent partner who's drowning. Specialist roles your in-house team has no network for. A founder-led business that isn't ready to hire a recruiter but can't keep paying agency fees either. And a plan that might double or halve at the next board meeting.

When it doesn't: steady, predictable volume all year round. If you know you'll make forty similar hires every year, an RPO or your own recruiter is usually better value. Not sure which you are? The Recruitment Capacity Check takes two minutes and tells you.

How does switching on and off actually work?

You brief us on the roles, the hiring managers and what a good month looks like. A recruiter, or a pod if the plan justifies it, starts within days to a few weeks depending on the systems access you need to set up, and the first roles are being worked while that's happening. They sit in your ATS, use your email, attend your hiring meetings and report weekly on pipeline, activity and outcomes.

When the spike passes, you scale down at the notice agreed up front, or pause altogether. What you keep is the point: the pipeline, the candidate data, the process improvements and the reporting all stay with you. What happens to embedded recruiters when hiring slows down is the question to ask any provider before you sign, because flexing down is what separates on demand from an agency with a retainer.

What do you pay for?

The support you use. Either a monthly subscription for a dedicated recruiter or pod, which suits ongoing hiring across several roles, or a day rate for shorter bursts and cover. Both are fixed and visible, so finance knows the number before the month starts, and there's no placement fee waiting at the end. The pricing detail, and whether it works out cheaper than an agency for your volume, is in the twelve questions post above.

Can on-demand recruiters hire contractors as well?

Yes, and this is where the model does its most useful work, because contractor hiring brings compliance with it. Every contractor role gets a status determination under the off-payroll rules, right-to-work, referencing and pre-employment checks, and a compliant engagement route if the role turns out to be inside IR35. If you're not sure your current contractors would pass that test, the signs you're at risk is the place to start.

What else comes with it?

Recruiter on demand is the core. Four services sit alongside it, with the recruiters or on their own:

  • Pre-employment checks: identity, right to work, criminal record checks, financial screening and referencing, tailored to the role level and your risk profile.

  • IR35 audit and support: a review of your contractor engagements against the working reality, with a documented determination and reasons for each.

  • Competitor benchmarking: how your salaries, benefits and employer proposition compare with others in your sector, with the data rather than a hunch.

  • Process audits and optimisation: your hiring process end to end, where it leaks candidates, where it wastes weeks, and what to change first.

Benchmarking and process reviews sit within our talent advisory work.

Why Vermelo

We're not here to sell you a service you don't need. We're here to find what's holding your hiring back and fix that. Some clients need one recruiter for three months. Some need a full talent team for a year. Some just need the IR35 audit or the background checks. Our clients come to us for flexibility, speed and results. They stay because we become part of their team.

Need recruiters next month and none the month after? Get in touch and tell us the shape of the hiring. We'll tell you whether on demand is the right answer, and if it isn't, what is.

On-demand recruitment, answered

Who carries the risk and the admin. Hire a freelance recruiter directly and you find them, check them, determine their IR35 status, supply the tools, manage them and start again when they leave. Recruiter on demand gives you the recruiter plus the things around them: a provider who has already vetted them, LinkedIn and job board access, a reporting rhythm, cover if they are ill or move on, and a second pair of hands when the plan doubles. For a single short assignment a contract recruiter can be the cheaper route. For anything that might grow, change shape or need continuity, the on-demand model usually costs less once you count your own time.

Yes. The engagement is sized to the hiring plan, not to a working week: two days a week for a handful of roles, full time through a launch, a pod for a funding round. Hours, volume and duration are agreed up front and can change at review. What matters more than the days is the scope, so be clear about which roles are in, which hiring managers they will work with and what a good month looks like, and the time follows from that.

Yes, and contractor hiring is where the model earns its keep, because the compliance is part of the service rather than something left with you. Each contractor role gets a status determination under the off-payroll rules, right-to-work and pre-employment checks, and a compliant engagement route if the role is inside IR35. That means you can bring in specialist contract skills for a project without building a compliance process from scratch or discovering three years later that nobody did.
